This year marks the 70th anniversary of the Housing Act of 1949, which dramatically increased the number of public housing agencies (PHAs) and led to the massive public housing construction we see today. The following is a brief history of public housing.

Public Housing is the oldest and until recently the largest subsidized housing program in the country. Today, 1.1 million units of public housing, managed by more than 3,000 local community agencies, serve 2.2 million residents. Not to be confused with other housing subsidy programs, public housing is a housing fund owned by HUD and administered by local PHAs.

The government housing program began as part of the Housing Act of 1937, which was passed during the New Deal. Originally conceived as an employment and slum clearance program, public housing was the result of vigorous grassroots planning. Advocates of social justice, such as Kathryn Bauer of the Regional Planning Association of America, are rallying massive public support for the federally subsidized housing movement, that is, public housing.

Richard Rothstein explains the origins of segregation in public housing. The federal government helped local governments implement their own housing segregation policies or did little to stop them. The Public Works Administration (PWA), created under the New Deal to meet the nation's housing and infrastructure needs, built Techwood Homes in Atlanta, Georgia, in 1935 as the first public housing project. The project displaced hundreds of black families to build a 604-unit whites-only neighborhood. That same year, the Supreme Court ruled that the federal government did not have the power to seize property by eminent domain, but that local PHAs did, allowing them to operate without proper oversight of public housing.

The federal government's practice of building separate public housing continued into the second half of the 1900s. In 1954, shortly after the federal government expanded the public housing program under the Housing Act of 1949, the Supreme Court issued a landmark ruling invalidating "separate but equal" public education. Housing and Housing Finance Agency (HHFA) general counsel Berchmans Fitzpatrick said the ruling does not apply to homes. And a year later, the Eisenhower administration ended the policy that black and white communities should receive equal housing.

While public housing production increased in the postwar period, segregated public housing continued throughout the 1960s and 1970s and reinforced the deep segregation of public housing across the country. In 1984 Art

After the Fair Housing Act of 1968, public housing would no longer be a tool to improve segregation. Just six years later, the federal government began phasing out public housing support, beginning with President Nixon's 1974 housing freeze. Since then, there has been no significant increase in public housing, as public housing subsidies have been replaced by housing vouchers.

Despite ongoing efforts to destroy public housing and media portrayals of crumbling and crime-ridden towers, the scheme remains popular with residents. Alex F. Schwartz notes in his book,

"Public housing is not liked by everyone, except those who live in it and those who are waiting to move in." Indeed, so many people want to live in public housing that the wait often stretches for years.

Drastic austerity and austerity under President Reagan in the 1980s led to a decline in the quality of public housing. In 1989, Congress created the National Commission on Public Housing to study the state of public housing in the country. The commission found that only a small percentage, 6%, were in a "very depressed state". Still, Congress appropriated $600 million for the HOPE VI program, billed as an "urban revitalization" effort to tear down blighted housing and replace it with mixed-income housing.
