Orrin grew up in Rapid City, South Dakota, where he was active in theater and debate and trained in kickboxing. He received a bachelor's degree in political science from the University of Minnesota, Twin Cities in 1998.
After graduation, Orrin served in the Navy as a surface warfare officer from 1998 to 2004. He served on two destroyers - as electrical officer aboard USS Russell (DDG 59) and as navigator aboard USS Paul F. Foster (DD 964) - three times in four years. During these deployments, Orrin was assigned to lead boarding parties that searched for, and sometimes seized, ships violating sanctions then imposed on Iraq. After his sea voyages, Orrin ended his Navy career as commander of the Everett Naval Reserve Center in Washington state.
After retiring from the military, Orrin attended the University of Washington School of Law in Seattle where he earned his Juris Doctor in 2007. He then moved to his wife's hometown of Reno, Nevada, where he worked for the Washoe County Public Defender's Office until 2012. During that time, he was appointed as the office's legislative liaison during the 2009 and 2011 sessions, lobbying on various issues related to the poor criminal defense. In 2012, Orrin became an Assistant District Attorney, first in Lyon County and then serving as a prosecutor in Carson City for six years. Orrin was named one of the state's top public sector attorneys by the "Legal Elite" edition of the Nevada Business Journal in 2009, 2011, 2013, 2014, 2015, and 2016, based on surveys of other attorneys statewide. In 2019, he received the same award for his work at his company.
