Scott asked for residents' "full cooperation" in clearing snow from city streets, asking everyone to be good neighbors.
"You shovel your sidewalks, your neighbor's shovels, especially the older ones who know they may have conditions that prevent them from doing that," Scott said.

Shantee Felix of the State Highway Administration said people need to give crews room to work, but at best there will be very few cars on the road.
"Please stay indoors if you don't have to be on the road, let our crews do the work for you," he urged residents.
"We're going to be inside anyway. We're going to be inside all day, so I think it's going to be good to bond with the family and watch movies. I wanted to do that," he said.
"There is not much traffic here because of a pandemic, so I suggest they stay at home," he said.

Three days into the new year, residents of Baltimore City and other parts of Maryland saw their first snowfall of 2022 on Monday.
The Baltimore area could see snow accumulations of 3 to 7 inches, according to the National Weather Service. A winter storm warning is in effect until 4:00 p.m. months

The first blast of cold air is forecast for later this week. High temperatures are expected to only reach the mid-40s, about 10-15 degrees cooler than normal for this time of year, on Friday and Saturday.
Climate Change In Maryland
A system ahead of that cold front is forecast to shower New England with snow Thursday night and Friday, and some of that wintry precipitation could reach western Maryland. AccuWeather.com said the storm could be "disruptive" but not major, with a blanket of snow likely across northern and western Pennsylvania, southern New York and southern New England by Friday morning.
But National Weather Service forecasters don't expect the frozen air to move quickly enough for Central Maryland to receive anything but cold rain.

So another slug of arctic air is forecast to move in early next week and it could be even colder. Light precipitation is forecast as Monday progresses and could fall as snow, especially at higher elevations north and west of the Baltimore region, but also along the Interstate 95 corridor potentially.
Weekend Snowstorm Looking Likely In East; Will It Be The March Blizzard Of 2022?
The weather service is calling for a slight chance of snow Monday night or Tuesday morning in the Baltimore region, with weather models suggesting a 30-40 percent chance of up to an inch.
Forecasters said Wednesday that the prospect of snow here is "definitely something to watch, especially if the timing gets closer to Tuesday morning's rush hour."
It could mean Baltimore's first snowfall in decades, even before any late fall snowfall in 2018. Last year, Baltimore saw its biggest November snowfall since 1989, when 1.7 inches fell on Nov. 15.
November snowfalls are not uncommon in the Baltimore region, although they are usually light. The region has seen at least a trace of November snow in more than two out of three years on record.
