It is a very good 'frequent cross country' style of non-resident permit.
Utah - Many firearms instructors offer classes for Utah non-resident license holders. It is implemented in 30 states, but requires proper training and background information. However, because it is offered so often, it is perfect for those who are looking to move around the United States.
Virginia - Virginia's non-resident carry permit is probably one of the easiest permits to obtain and is compatible with approximately 29 other states. Despite the crisis in the past year when Virginia's attorney general threatened to destroy the social contract with other states, they managed to ensure that the competing non-residents in the license of the price and contract that many agree.
