Meta Housing has begun construction on Otay Ranch, a mixed-use, affordable housing community of 175 units for low-income families and individuals in the San Diego suburb of Chula Vista, California.

The new development will consist of three buildings totaling 238,595 square feet of which approximately 10,000 square feet will be designated for commercial use on the first floor. The mixed use portion of the property will further help revitalize the area and promote a sense of community in the area.
Otay Ranch will also include on-demand amenities for resident engagement such as a community garden, outdoor lounge with BBQ and pool area, multiple lots, parking space and bike storage.

The project cost $68.2 million, or about $294,442 per unit in Volta, for low-income seniors, and $367,354 per unit in Duetta, for low-income families.
"So many families are priced out of the market right now," Chula Vista Mayor Mary Salas said before the groundbreaking Tuesday morning. "It's tragic when you think that some of our families have had to make the choice to go to Tijuana in search of affordable housing, including some of our soldiers."
Residents of both developments must earn between 50 and 60 percent of the San Diego County median income. As with other subsidized housing projects, residents can stay for life unless there is a significant increase in income. The project is guaranteed to remain supported for the next 55 years.
Duetta has 87 apartments for low-income families ranging from $759 to $1,263 per month (up to 51 percent below market rents in the area). Apartments range from 550 to 1000 square feet.
Under Construction/pre Development
Volta has 123 apartments for low-income seniors ranging from $759 to $1,093 a month (up to 54 percent cheaper than rents in the area). Apartments range from 557 to 764 square feet.
Many residents involved in the construction have been trying to resist the rising rents in the area for years.
Maria Silva, 81, and her husband, Juan Silva, 77, have rented houses and apartments around San Ysidro and Chula Vista for more than 20 years. But they were just selected in a lottery and are now paying $855 a month for a one-bedroom apartment, about 550 square meters, in Volta. He described his new living situation as "depressing".
Although they were approved for Section 8 housing units, Maria Silva, who worked as a seamstress and held various jobs at the hospital, said the rents were rising too quickly to afford what would cover the closets.
