The political debate about taxation of high earners often revolves around income taxes, but to get a complete picture of the tax burden faced by high earners, it is important to consider the effective tax rate. The effective tax rate answers the following question: "If workers raise their wages by one dollar in total spending by employers, how much will the government receive in the form of income taxes, social security contributions and consumption taxes?" In principle, it does not matter how the tax burden is distributed among different taxes - all taxes that affect the return of work should be considered.

Despite their policy importance, data on effective tax rates are not available because they are difficult to research and calculate. To our knowledge, this is the only recent comprehensive compilation of effective tax rates in developed countries.[1] Combining data mainly from international accounting firms, the OECD and the European Commission, we can calculate the final tax rates in 41 OECD and/or EU members. The method is described below.

The ranking of all countries is shown in Figure 1. Effective tax rates vary: from Bulgaria, 29%, to Sweden, 76%. 28 countries have an effective tax rate of more than 50%. The average in all countries is 56 percent. Regional differences will be analyzed in more detail in the next chapter.
