Hint: Every year, the same Kroger billboard goes up around town. Two figures stand, one a man, the other possibly his son, each with a black cowboy hat, white shirt and blue jeans. Their backs are turned to us, revealing a bouquet hidden behind each. Flowers. Stetson. Blue jeans. It must be Valentine's Day in Texas.
Off the highway, a man carefully arranges a dozen roses on the uneven sidewalks and railroad tracks of Fannin Street. In the days leading up to Valentine's Day, he would do this dozens of times, carting flowers between two low-slung open-air-style markets facing each other in an area known as Flower Row in the city.

Both store names and separate numbers are listed on the signs: Fannin Flower & Garden Center on one side and Fannin Flowers Inc. on the other. But they have been under the same ownership for almost 20 years. With strong-looking signs rising above each sloping roof that covers the offerings spilling onto the sidewalk, both flower shops represent what was once a flower-lined market.
Flower Row's roots go back more than 50 years. Chronicle reporter Claudia Feldman wrote in 2007, "There were about a dozen flower shops on Fannin until about 1990 or so", when she visited area flower shops and found only five hanging around - Fannin Flower and Garden Center and Fannin Flowers. Flower petals are scattered on the ground in front of him as he handles the crowd a week before Valentine's Day. If there is a conflict in business, you cannot tell it today. Around this time his usually eight-hour shift stretches into 12 or 15 hours. The shop is open 24 hours. Located near the medical center, the flower stalls are open even after midnight. People come to him to celebrate their best and worst moments - dances, anniversaries, weddings and illnesses, funerals and bereavements.
Growing up in Mexico Chavez grew up in Mexico and worked in a bakery. He thought maybe he would when he was old. But plans change. Through a series of events he describes only as "a tall tale", he finds work in a flower shop. He likes the work, the artistry of the arrangement - he points to one that has two calla lotuses, their long stems curling towards each other, tied together in two graceful arcs. But most of all she enjoys helping clients get what they want. He can find flowers for anyone.
"Sometimes they tell you," he said, "15 roses for a 15-year anniversary," or a star-shaped arrangement of blue flowers for a Dallas Cowboys fan. Other times, customers choose pre-made bouquets kept in a frosted refrigerator in the center of the store. Good times and bad, Chavez has been there for them all.
"Sometimes, when I arrange, they tell you the whole story of the deceased," he said. He is a quiet person. He listens well.

The flowers come from Colombia, Ecuador and Mexico. Most of the time, they are transported to Miami and then shipped to Houston. But occasionally, Chavez has special orders delivered directly to Houston when the store is running low. In February, it can only be one flower: the rose.
Roses are everywhere: real, plastic, cartoon on red balloons, tucked between the arms of a teddy bear. Chavez doesn't think anything special about Valentine's Day. He is not married. But even if he had, he wasn't sure he would get a rose for his wife. For him, vacation just means long hours and busy days. "I don't have a different way of thinking about it," he said.
