The Joint Systems Manufacturing Cter, also known as the Lima Army Tank Plant (LATP), is a tank plant located in Lima, Ohio. It is a government-owned, contractor-operated facility currently operated by General Dynamics Land Systems. Workers at the plant are represented by UAW Local 2075.

In May 1942, construction began on a steel foundry at the Lima Army Tank Factory to produce trifugal cast gun tubes. This production method was outdated, so the army converted it into a tank depot for the modification and processing of combat vehicles for export and domestic shipment.

In 1976, the Army selected the Chrysler design that would become the Abrams tank and initially commissioned the Chrysler-operated Lima plant to produce the tank. The military pressured Chrysler, in dire financial straits, to create a subsidiary, Chrysler Deafse, to preserve the tank contract and protect it from possible bankruptcy proceedings.

In February 1980, the first M1 Abrams rolled out of the LATP. After the contract, the plant started producing 30 Abrams per month.
The last M1 rolled off the assembly line in January 1985, and production began on the revised M1 (IPM1) in October. The factory later produced the M1A1, the first pilot vehicle was produced in August 1985. The M1A1 was produced at a cost of 120 per month.
Geral Dynamics transferred part of its tank maintenance operations to the Lima Army Tank Plant, which operated in December 1996 at the Arsal Tank Plant in Detroit.
In June 2004, the facility was designated the Joint Systems Manufacturing Center (JSMC) to reflect the decision to build a mission combat vehicle there for the United States Marine Corps.

Despite the name change, the plant is still incorrectly referred to as the "Lima Army Tank Plant", although the plant now serves all five branches of the US Armed Forces and is now controlled by the Department of Defense rather than just the Army.
The Army currently has no plans to permanently close the Joint System Manufacturing CTR, JSMC. However, Army officials plan to build US Army tanks at JSMC between 2015 and 2016, as the US Army builds the number of tanks needed to adequately complement US ground forces under the Army's current force structure. The US Army needs both active and reserve units, as well as a contingency reserve in case additional vehicles are needed during wartime) In 2011, the US Army was able to convince Congress that they still needed to build more tanks, so In 2013, the United States Congress funded the production of additional tanks. However, these additional tanks are currently planned to be stored until the US Army needs them again. According to the US Army, this latest order of Congress calls for ~200 "brand new" tanks to be kept in reserve, reducing the number of tanks required for active duty. This added number of new tanks is in addition to the ~4,000 tanks already stocked across the country. Along with the ~200 Abrams ordered by Congress, the plant simultaneously produced Israeli Namer APC chassis and Abrams foreign military tanks within a given time frame. In addition to redistributing unused equipment, the Army plans to close the plant if production quotas are met by 2017. Geral Dynamics Land Systems, which currently operates the state-owned plant, opposed the closure, arguing that ceasing operations would "increase long-term costs" and "reduce flexibility."
The proposed plant decommissioning effort would cost about $380 million, with an additional $1.3 billion needed to restart production after such curtailments if needed.
A US state bill earmarked $272 million for the plant to keep it running regularly until July 2014. However, GDLS is lobbying for an additional $180 million.

In December 2016, a new funding program of $1.2 billion was allocated for the production of Abrams tanks and Stryker armored vehicles built at the Joint Systems Manufacturing Center in Lima. As of July 2018, the plant was producing 11 Abrams tanks per month.
During a trip to Ohio, President Donald Trump visited the plant on March 20, 2019, where he gave a speech in which he reaffirmed his commitment to keeping the plant open.
The Army announced in early 2019 that it would spend $714 million to upgrade the M1A1 Abrams at the plant. General Mills' 22-acre manufacturing plant in Wellston, Ohio, makes 25 million pizza rolls a day—a feat that requires more than 7 million kilowatt hours a month. In 2011, General Mills worked with AEP Ohio to install its own substation equipped with two transmissions to maintain sufficient power at the plant. AEP Ohio awarded an economic development grant to help with costs associated with the substation.
As a large user of energy, General Mills has participated in several AEP Ohio energy efficiency programs to optimize their use and reduce costs. To date, the company has completed 70 energy efficiency projects and received more than $1 million in rebates.
Based in Worcester, Daisy Brand began production in 2016, making it the company's first manufacturing facility east of the Mississippi River, as well as its newest. As the top milk producer in Ohio, Wayne County was a very attractive location for consumers. Daisy started making sour cream, but within 6 months decided to accelerate plans to expand yogurt production. In total, the company has invested more than $250 million and created 150 jobs in Wooster.

AEP Ohio's economic and business development team worked closely with the Wayne Economic Development Council and JobsOhio to secure Daisy's investment. AEP Ohio awarded Daisy an economic development grant as part of a state and local incentive package. AEP Ohio Energy Efficiency assisted Daisy Brands with more than $55,000 in energy efficiency incentives.
