And that's why the city is starting a tire reward program, promising $1 per tire for every tire returned.
City officials hope the $1 will be an incentive for Port Arthur residents to pick up scrap tires in their neighborhood and dispose of the old piles.
"We've always had problems with tires," said Melvin Vincent, 62, who lives down the street from where several tires were thrown. "When I heard about (the rewards program), I thought it was great."
Vincent, a Port Arthur native, said the old tires found in his neighborhood usually come from people working on cars at home. He said some of his neighbors, and also those who don't live in the community, wait until after dark to throw their trash on the side of the road.

Vincent has even seen people drive up to a vacant lot in front of his property and unload a trailer full of garbage.
If the city, which plans to increase its monitoring of illegal dumping, sees such activity, it could cost the person dumping the items up to $2,000.
"It doesn't look good in the neighborhood," he said of the trash. "We already have a problem with old houses not being fixed."
The city has allocated $40,000 from its public works budget for the tire reward program. The money will be used to pay Port Arthur residents, who will be allowed to bring in up to 100 tires each. The money will also be used to pay Liberty Tire Recycling to remove them.

"We don't want (the tires) to be brought in from Beaumont or anywhere else," public works director John Comeaux said. "We were seeing (discarded) tires in many areas of the city and we felt we could solve the problem quickly (with the rewards program)."
The program will last about three months and people will make their deliveries at the Public Works Operations Center in West H.O. Mullinj Boulevard.
Once the tires have been processed, the person delivering the tires will receive a receipt to take to the water department cashier. This is where money changes hands.
Tires aren't just a Port Arthur problem, a fact that prompted the warning about shipping tires from other cities to take advantage of the Port Arthur program.
