Each year, the agency publishes two poverty estimates to give an idea of economic well-being in the United States: the official poverty measure and the SPM. In 2021, the official poverty rate was not statistically different from 2020. However, the SPM level in 2021 was 1.4 percentage points lower.
What Is Snap?
The difference in estimates shows how taxes and cashless government programs can help lift more people out of poverty.
The official measure of poverty defines resources as pre-tax cash income, which includes sources of income such as earnings and social security programs such as Social Security, Supplemental Income (SSI) and unemployment benefits.
The RP expands this definition to include income and payroll taxes, tax credits, incentive payments, other non-monetary government benefits such as the Supplemental Food Assistance Program (SNAP) and housing subsidies. But when the value of in-kind benefits, taxes, and tax credits were added to the resources measured by the SPM, the number of the poor was halved to 19.1 million.
In 2019, government assistance helped lift 23.4 million people out of official poverty and 31.5 million people out of SPM poverty.
