California Takes A Nibble At Offering Food Stamps To Undocumented Immigrants

Millions of low-income Californians who are eligible for food stamps do not receive benefits, making the state one of the lowest ranked in the nation for participation in the program.

Only three states — Utah, North Dakota and Wyoming — have lower participation rates, according to the most recent federal data released this year. Meanwhile, California is among the leaders in enrollment in Medi-Cal, the state's version of Medicaid, which also serves people living in low-income households.

The reasons for California's low food stamp participation rate remain an "ongoing puzzle," says Kim McCoy Wade, head of the CalFresh branch of the state Department of Human Services. But she and others suggest that historically poor customer service and heavy bureaucracy have something to do with it.

About 4.1 million Californians, or 70 percent of those who qualify, are enrolled in the food assistance program known as CalFresh. That leaves about 2 million people out, according to 2015 federal data cited in the January report. The national average is 83 percent of enrollment.

"We're taking the successes from the Affordable Care Act and going back to our next largest program and trying to apply those lessons," McCoy-Wade says. "The Medi-Cal/CalFresh nexus is something that we think has a lot of room for growth."

The pressure comes as both Medicaid and the Supplemental Nutrition Assistance Program, or SNAP, are under threat from Washington, DC. Just last month, Republicans in Congress introduced a farm bill that would have imposed stricter work requirements on SNAP recipients. Several times in recent years, President Trump and Republicans in Congress have proposed overhauling the Medicaid program to cut costs.

One of California's challenges with the food stamp program is that it is administered at the county level - and there are 58 counties. Only 10 states run their programs this way. "Because we're decentralized ... it takes us longer to move the whole ship," says McCoy-Wade.

"Doing things to help integrate programs can be mutually beneficial, both to save administrative costs and to enroll more families," says Michael Katz, research associate at the Urban Institute.

However, SNAP and Medicaid have different eligibility rules. "It's not a perfect overlay, but it's a pretty close Venn diagram," says Jared Call, chief nutrition policy advocate at California Food Policy Advocates, which helps low-income families access affordable food. healthy.

Some California counties have tried to be proactive in enrolling food stamp applicants among Medi-Cal beneficiaries. San Francisco County has placed an eligible CalFresh worker at a public hospital and community clinic. In San Diego County, officials printed CalFresh flyers for health fairs and sent texts to everyone who applied for Medi-Cal with a link to apply for food benefits, says Rick Wan, director of eligibility operations for the county.

But there are other challenges. There is a perceived stigma around food stamps. Residents may be reluctant to apply. Some immigrants living in the country legally fear that registering for food stamps could affect their chances of becoming citizens later. (Undocumented immigrants do not qualify, but family members who are citizens do.)

Vanne points out that signing people up for CalFresh is much more difficult than signing up for Medicaid. "There's a long list of ... rules and regulations that make it difficult to get into the program," he says.

For example, CalFresh applicants must be reinterviewed annually and update their information every six months. Medicaid, by contrast, does annual renewals without the need for interviews.

McCoy Wade says CalFresh has eliminated some of the more burdensome requirements, including fingerprinting, and is starting to make a difference. The state increased its participation rate from 67 percent in 2014 to 70 percent in 2015, according to the January report. This happened as the economy improved and fewer people needed help. "We're closing the gap," she says.

However, participation can be hindered by other challenges. Lack of transportation, long lines at district offices and a lack of flexibility in scheduling may also contribute to low attendance, district officials said.

And paperwork is often mailed home, making it difficult for homeless people or those who move frequently to stay registered. That's what happened to 25-year-old Krystle Conant, who lives only part-time at her father's house in San Bernardino County.
