The new CARES Act provides additional relief to workers and those who normally receive unemployment benefits through the Pandemic Unemployment Assistance (PUA), Pandemic Unemployment Compensation (PUC), and Pandemic Emergency Unemployment Compensation programs (PEUC).
From the date the bill is signed into law through July 31, 2020, all regular applicants for unemployment and pandemic assistance will receive an additional $600 per week in compensation on top of their regularly calculated benefits.
The CARES Act also provides for 13 additional weeks of state UI benefits, which will be available after all regular state UI benefits have been exhausted. All but eight states offer 26 weeks of UI benefits.
Pandemic Unemployment Assistance (PUA) provides emergency unemployment assistance to workers who are outside regular state UI or who have exhausted their state UI benefits (including extended benefits that may be available in the future). Calls to the California Department of Employment Development's disability insurance call centers rose 12 times their normal volume in late 2021 and early 2022 as the department cracked down on fraud. Many did not respond, leaving some Californians stranded for months.

Benefits For Workers Impacted By Covid 19
Cedillo, who works as a waitress, gave birth to a baby girl in October 2021 and immediately applied for disability benefits, which cover the pregnancy. In mid-December, however, the payments stopped.
He couldn't find anything on the department's website that explained why, so he started making calls. Cedillo recalled that the worker he contacted said that many payments had been delayed due to fraud, but should resume soon.
When they didn't, Cedillo estimates she called the department 300 to 500 times in late 2021 and early 2022. She would sit and redial, often while breastfeeding, sometimes 40 times a day.
She wasn't alone. Between November 2021 and April 2022, fewer than half of the unique phone numbers called to the Employment Development Department's Disability Insurance Area call centers were answered, according to department data. This is down from nearly 80 percent between May and October 2021.

"I budgeted it and I knew I wasn't going to get much from the state," Cedillo said. "And then not having it either, and I depended on it, was very, very disappointing."
In February, Cedillo received a letter from the department asking him to fill out a form and submit documents to verify his identity. He said he sent the forms and documents the next day. Weeks passed. In April, he received another payment. She believes she still owes $168, but, she said in a June interview, "now I feel like I've given up."
