Living Wage: To qualify for tax credits, 100% of new and existing company employees in the project area must earn at least a living wage for the duration of the tax credit agreement. This wage is based on the poverty line for a family of four, determined annually by the US Department of Health and Human Services. 70% Wage: In addition to the living wage, within 1 year of project opening, 70% of all new and existing employees must earn a cash wage at or above the 70% hourly wage requirement. This median wage is compiled from the Bureau of Labor Statistics Occupational Employment Survey and published annually by the Texas Workforce Commission. This wage reflects the annual average hourly wage for all industries in the San Antonio Metropolitan Statistical Area and is updated annually. This salary is indexed annually and is subject to change without notice.
Workforce Development Requirements: Businesses receiving tax credits must participate in at least one SA Works Experiential Learning opportunity, which may include: Job Shadow Day, Summer High School, or Teacher Internship (unless it is mutually agreed that such learning would adversely affect the student) / student/student/student or company.).
Local hiring requirement: regardless of the size of the project, companies must hire at least 50% of their local staff from residents of the district.
Employee health benefits: companies must provide access to affordable health insurance for each full-time project site employee and their dependents for one year from the date of employment.
Property Tax Information
**If the proposed project's investment, job creation, wage, or implementation plan changes significantly after the completed application is submitted and the fee is paid, or if the contract is not closed within one calendar year of the submission of the application, the Application closes the pending application on May 1st. Any submission of a new or subsequent application after such closing will require a separate application fee.
Contract Amendments and/or Assignment Fee: companies must submit a $1,000 non-refundable amendment and/or assignment fee upon request. Such changes and transfers are at the county's discretion.
Timing: To be considered, companies must submit an application before the project begins. No tax abatement for the proposed project will take effect until the tax abatement agreement is approved and fully enforced by the court. In addition, the timing and availability of personal assets related to this project is critical and will affect its eligibility for mitigation. Assets acquired until the Commissioner's Court signs a tax abatement agreement are NOT eligible for the subsidy.
Refund of abated taxes: Tax abatement agreements provide for the recapture of abated real estate taxes if the terms and conditions of the agreement are not met. These refund provisions will survive any subsequent assignment of the contract. Multiply the reduced amount of taxes by the percentage of the recovery period.

Projects not eligible for tax credits: regardless of investment or jobs created, the following types of projects are not eligible for tax credits:
10-year cycle: Projects located south of US Highway 90, within Loop 410 or south of I-35. Projects within the South Texas Medical Center area, the boundaries of San Antonio International Airport or the Texas Research Park also qualify for the 10-year period.
6-year term: Projects located north of US Highway 90, outside of Loop 410, or north of I-35 (to the extent not defined as a 10-year term).
Recharge Zone: An area of surface water to the Edwards aquifer where stratigraphic units that make up the Edwards Aquifer, including outcrops of other geologic formations near the Edwards Aquifer, where caves, sinkholes, cracks, fissures, or other permeable features may create potential for recharge. The recharge area is defined as the area designated as such on official maps by the Edwards Aquifer Authority and in Title 30, Texas Administrative Code § 213.22. See the map in Appendix A. A free port exemption is an exemption from personal property tax for goods held in the state for 175 days or less. Locally, the county, city of San Antonio, Judson ISD and San Antonio ISD offer an exemption for businesses that deal in goods in transit or supplies used in the manufacturing process.
Bexar County Sets Priorities Ahead Of Texas State Legislative Session
The main eligibility requirements are that the property must be located in Texas for the purpose of assembly, storage, manufacturing, processing or manufacturing and must leave Texas within 175 days of the purchase or importation of the property.
Freeport goods consist of personal property "purchased or brought" in Texas for shipment to a location outside of Texas. However, there is no requirement that the initial purchase or import be for the purpose of export. As San Antonians know to be extravagant, city property taxes are inevitable if you own a home within the San Antonio city limits. But what if you didn't have to pay those taxes? What if you could save almost 20% a year by carefully choosing where to buy your home? It's no secret: these neighborhoods are out there... neighborhoods that promise "no city fees."
We looked at several areas in and around San Antonio and compared the different tax rates. The results were somewhat surprising and showed that some communities were able to save their landlords more than a thousand kroner a year in taxes.

Combined cities. Incorporated towns are communities of households that join together to form a city or town. Examples of these incorporated cities in San Antonio include Windcrest, Hill Country Village, Hollywood Park, Alamo Heights, Selma, Castle Hills, Shavano Park and more. Although they are technically within the city limits of San Antonio, they do not have to pay the city of San Antonio property taxes. And with a property tax rate of $.55 per hundred dollars, that can be HUGE.
But since property taxes consist only of city charges, we must consider all the lines that make up a property tax bill; Flood taxes, emergency taxes, school district taxes, etc. combined with council charges (or not) to create the final figure you pay each year. Through our research, we found that Windcrest, Shavano Park, Selma and Gray Forest have the best overall property tax rates compared to other cities in San Antonio combined. Look.
Windshield. Despite being in San Antonio, this "neighborhood" is actually an incorporated city. Paying eight different types of property taxes still puts the total bill below San Antonio's property tax-paying homes. At just $2.42 per hundred dollars, a home in Windcrest, with a San Antonio median price of $240,000, will pay $5,807.75 to $643.43 less per year than a homeowner paying San Antonio property taxes would pay.
