In conducting the research, the authors were able to classify states according to their policies and whether they were most, slightly, least or least effective.

The 18 states with the most effective vaccination exemption policies are Alabama, Arkansas, Delaware, Florida, Indiana, Iowa, Kansas, Kentucky, Maryland, Massachusetts, Missouri, Montana, Nebraska, Nevada, New Mexico, North Carolina, South Dakota, and Tennessee.

The nine states with the least effective laws are Colorado, Idaho, Michigan, Minnesota, Texas, Utah, Vermont, Washington and Wisconsin.

The study also found three outliers that do not make either list. Mississippi, West Virginia and, as of late June, California have the strictest vaccination laws in the country.
