Growth puts Dysart Unified on track to need new schools Despite pandemic hiatus, district may need 1 HS, 2 elementary schools in 6 years

Scottsdale School Earns Arizona Educational Foundation A+ School Of Excellence Award
This unusual school year likely caused the Dysart Unified School District's enrollment to decline, but housing market data shows that even the pandemic has not slowed construction or sales within the district's borders.
Ken Hicks, Dysart's assistant superintendent of business services, cited a sales report from Augustvalleywidehomes.com that showed 10,450 homes sold in the Phoenix metropolitan area in July, compared to 9,344 in July 2019. The figure for June (9,718) showed a slight increase over 2019.
The same website recorded a decline in sales in April in May, possibly due to caution related to the COVID-19 pandemic. But, Hicks said, recent numbers and conversations with local real estate agents point to a momentary slump that's over.
“They say the numbers don't reflect it. Homes are still selling almost as fast as before and permits are selling out,” Hicks said.
Education Statistics: Facts About American Schools
New homes for sale in this area are likely to be in the Surprise region north and west of Grand Avenue, or in the southwest city limits and nearby unincorporated Waddell.
Dysart owns several parcels north of Surprise and another in the southwest part of the county, Hicks said. The next Dysart Primary School is likely to be built in the northern part of the district, although it is not yet certain.
In two years, enrollment at Asante Preparatory Academy jumped from 350 to nearly 600, Hicks said. Projected growth from that development and the new community on both sides of 163rd Avenue suggests Dysart will have to build a new school in the area within the next two to three years or face an enrollment of about 1,400 at Asante.
“(The pandemic) can push you into a three-year period. Just because there was so much uncertainty that might have happened a year ago," Hicks said.

Right now, that uncertainty could wreak havoc on DUSD's enrollment numbers. If students expected to return do not appear within the first 10 days of the new school year, they must be removed from the enrollment count on the 11th.
Dysart began his school year online on Aug. 4 and is not scheduled to begin in-person classes until Oct. 19. The district's enrollment projections for 2020-21 came within the first few weeks of COVID-19 and took the outbreak into account, reducing enrollment projections by 120 from 2019-20.
"Anecdotally, I've heard dozens of stories from parents who say they don't think school will be back until August 17th or October 19th and don't bother to sign up or register," Hicks said.
These numbers and the decision not to request a bond vote in November due to economic issues related to COVID may delay the district's ability to fund new schools. However, the number will soon surpass the current scenario and even the popularity of charter schools in the district borders.

Kevin Shipman, Dysart's planning administrator, made the original presentation on the district's enrollment survey at the board's April 8 meeting.
Applied Economics predicts more than 3,000 new homes a year on the regional border in 2022, 2023 and 2024. This doesn't compare to the 9,000-plus housing boom in 2006, but easily exceeds post-recession figures.
"We expect healthy growth and we've started to see that in the last six months," Shipman said during the meeting.
Outside the district, mostly charter, school enrollment in the area approaches 10,000 and more than 8,000 of those students are in K-8 schools.

However, current numbers and recent history show a pattern of students starting at charter or private schools transferring to Dysart schools during their high school years.
"Forecasting for high schools is important because this may be the need of the future," Shipman said. “High school students tend to come to Dysart. We expect significant numbers."
Northwest Surprise is on track to need another high school within five or six years. Without it, Applied Economics modeling projects Willow Canyon High School enrollment will jump to 3,195 students by 2029-30, an increase of more than 1,200 from now.
Shadow Ridge High School is looking for 2,750 students by 2030. The campus in the southwest corner of Surprise currently has just under 2,200.

"We're doing a little better on the catch rate for high schools," Mr. Hicks said. "We currently do not own land for a fifth high school."
The Nadaburg Unified School District, which serves the Desert Oasis development north of Asante, opened a high school this year starting with ninth-grade classes while building a permanent high school site.
Willow Canyon was previously the local high school for Nadaburg students and housed approximately 200 Nadaburg Elementary School alumni.
Some future Nadaburg high school students may enroll openly at Willow Canyon. Under the program, in-state students can enroll in any school in the state, as long as space is available.

Dysart did not pursue a bond election this fall due to economic uncertainty. Mr. Hicks said the district will review the issue in December or January, but the situation may not change by then.
He said that part of the bond will fund DUSD's next elementary school. The district has written to the Arizona School Facilities Board to consider buying the land for the high school, which would be in the northwest.
"You have to be 20 percent over design capacity before you're approved," Mr. Hicks said. "From what I heard, they bought the land before they advertised it."
