Current and former members of the United States Air Force (including reservists) may request the correction of an error or removal of an inaccuracy in their official military service. If the former soldier is deceased or incapacitated, the member's spouse, widow or widower, relative (father, brother or son) or member's guardian, requests the member's name. Applicants must first exhaust available administrative support resources before applying to AFBCMR.

To apply, applicants must submit a completed DD149 form, with the veteran's personal information, the correction requested, the justification for the request, the date and time the alleged error or injustice was discovered, among other information. Applicants can attach supporting documents to their application for proof.

The burden of proof to show error or injustice rests with the claimant. In the absence of evidence, the AFBCMR will presume that the military record is appropriate and in compliance with Air Force regulations. Candidates may request a personal appearance before the Board, but are not entitled to a hearing.

AFBCMR reviews a large volume of applications each year. For this reason, the candidate must wait at least 12 months before the board decides on his case.

On September 3, 2014, the Secretary of Defense issued a memorandum to the AFBCMR regarding the consideration of claims submitted by veterans with post-traumatic stress disorder (PTSD) filed with a dishonorable discharge. This includes a comprehensive review of all materials and evidence from which they are applied.

This decision was made to facilitate the application process for veterans to recover and to assist the Board in achieving fair and consistent outcomes in these cases. The government also provides free wavers of deadlines, consults timely requests, and allows greater involvement of medical personnel in board decisions.

Liberal consideration also allows veterans to request a discharge upgrade due to mental health conditions (including traumatic brain injury), sexual assault or sexual harassment.

On September 20, 2011, the Under Secretary of Defense proposed a policy addressing how correctional services review boards should record correctional requests for individuals under DADT or a similar plan in effect prior to DADT. The boards were instructed to regularly grant requests to change the nature of the mission statement, the characterization of the missions, and the revision of individual codes, provided that the following two conditions are met;

A "bad card" — or a less-than-honorable discharge status from the military — can make veterans shamed, branded, and ineligible for VA benefits. Many veterans and some VA health care professionals assume that a less than honorable discharge status on the veteran's discharge documents automatically entitles him or her to medical care, disability compensation, educational assistance, and other VA benefits.

While entitlement to benefits is not unreasonable if you receive a less than honorable discharge status, there are some exceptions made by the VA. There are different types of less honorable missions that carry different consequences in post-military life. In addition, the VA can make a case-by-case determination of a "discharge feature" that potentially allows you to access health care and other benefits if (and only if) you require medical care or apply for a disability sale.

A military mission is simply defined as a member of the military serving from the military's obligation to remain in the armed forces. Upon discharge, the member also receives a "service characteristic," which appears on the DD-214 and generally falls into five categories: honorable, general under honorable conditions, other than honorable, dishonorable, and dishonorable.

Honorary duty is by far the most common, with over 85% of veterans receiving this type of assignment. veterans are honorably discharged for all VA benefits (eg, disability compensation, education, health, vocational).

A general mission means that you have experienced the needs of the ministry, usually with some minor disciplinary actions or failure to meet certain standards. But overall the military performance was considered satisfactory. Veterans who receive a general discharge on honorable terms are eligible for all VA benefits except GI Bill educational benefits.

The OTH mission is typically an unlikely mission. This means that you have had some serious errors from the use, protocol, and performance expectations of the Member Service. Examples of situations that could result in an OTH waiver include security violations, a serious offense that endangers other members of the military, or the deliberate use of force to seriously injure another person.

In these cases, the VA will need to determine the character of the work performance to assess eligibility for benefits. Yes, a high OTH does not mean that you are definitely barred from receiving VA benefits. However, the VA must determine based on the facts of your case whether you are eligible to receive benefits under the statutes and regulations. OTH functions are performed

Not by courts-martial. Veterans have long reported abuse of OTH characterizations in cases where the soldier's guilt was related to post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), military sexual trauma (MST) or, prior to 2011, sexual orientation.

Disqualification is a punitive or disciplinary order issued by a court-martial. A court-material is a criminal trial that is conducted by the military when there is a violation. If you receive an offense through a special acquittal court (reserved for more serious crimes), instead of a general court-martial (for crimes reserved, which are crimes committed by civilians)

The worst mission you can receive is a dishonest mission. This type of state mission is usually reserved for veterans who have committed the most serious crimes, such as desertion, rape, and murder. Dishonorable discharges were only issued if they were convicted at a general court-martial, which required a dishonorable discharge as part of the sentence. So, if you receive a felony, you will be immediately ineligible for all VA benefits.

Many veterans, when they receive a less than honorable discharge, are ineligible for benefits. Also, veterans are sometimes told by staff at VA medical centers that they are ineligible simply based on the DD-214, which indicates their mission status. These assumptions often prevent veterans with less-than-honorable discharges from applying for VA benefits.

Be eligible for certain VA benefits. On a case-by-case basis, the VA determines whether the incidents leading to the terminations would be considered "conditionally non-derogable" and therefore whether basic eligibility for VA benefits can be established. This character determination service is performed by a local VA regional office.

The VA does not consider a discharge until it receives a request for benefits. This means that it is the burden, or responsibility, of veterans to initiate the investigation on a case-by-case basis. You can start the process with a medical application at your VA Medical Center (usually VA Form 10-10EZ) or a wage or pension application at your VA Regional Office (usually VA Form 21-526). If you accept an honest mission, you are not in the service industry.

How To Spot A Military Impostor

To determine whether the events that qualify for payment "occurred under non-excusable conditions," VA reviews the facts and circumstances surrounding the incident(s) leading to the discharge as reported by the military. You can also submit testimonials or testimonials from a third party. VA will essentially compare what you do in service with statutory and regulatory closures (see below) and then make a decision.

The VA is more likely to rule on your case favorably if your offense is less serious or there are mitigating circumstances, significant circumstances (e.g. mental illness) explaining, at least in part, why you committed the offense. It may also help your case if the medication you are applying for worked for or caused your condition.

You will find that if you disagree with your service character determination, which is performed by each type of service, you can file an appeal. It is helpful to get help from a veterans service organization or a licensed attorney when going through this process.

By law, the VA is prevented from granting entitlement to benefits if the veteran's discharge system constitutes a "barrier to statutory benefits." This is, if the things which led to the separation or mission, any of the following;

Dishonorable Discharge Consequences

The exact language of this rule is found in 38 USC § 5303. However, it is important to note that the status of someone who leaves without permission is another subset of the decision that must be made. In particular, the VA must look at the totality of the circumstances
