REDSTONE ARSENAL, Ala. -- Career programs provide the formal structure necessary to oversee the individual and collective training and development needs of a diverse, global workforce of nearly 330,000 civilians serving in more than 540 career fields.
Civilians serve alongside uniformed service members providing operational, logistical and administrative support essential to the US mission around the world. Civilians provide critical technical, managerial and leadership skills in a variety of professional fields, including engineering, finance, medicine, law, procurement, human resources, communications and more.

Each civilian is aligned with one of 32 career programs that provide structured plans, processes and activities for training, development and mentoring throughout their career life cycle. Each career program has a career program manager who oversees the offering for that career field, and each command has a command career program manager to provide career guidance and counseling to civilians in their CP locally. Finally, the Assistant Secretary for Manpower and Reserve Affairs is the primary proponent of civilian career program management and assigns the staff proposal to the Assistant Secretary for Civilian Personnel.
Max Wyche, deputy chief for the Materiel Command, manages civilian and military personnel for AMC's total workforce of about 190,000, including about 92,000 civilians in nearly all career programs. He said effective and proactive career program management results in a trained and competent workforce that improves readiness.
"It's about making sure we have the systems and mechanisms we need to maximize the capabilities of our workforce and make sure everyone has everything they need to do their job from a staffing and training perspective," Wyche said.
According to July 2019 data from the Civilian Human Resources Agency, the largest career program is CP-53 Medical with just over 33,000 civilians, representing 12% of the total civilian workforce. With less than 400 civilians, CP-20 Quality Assurance Specialist (Ammunition Surveillance), or QASAS, is one of the smallest. CP-20 civilians can be found in many of the 26 arsenals, depots and munitions that make up the organic industrial base of ', and in units and commands in the United States and abroad.

Ron Mathewson, director of the CP-20 career program, said QASAS civilians conduct safety inspections, testing and control of munitions throughout the life cycle, from production to disposal. "Wherever there are Soldiers with ammunition, there is a CP-20 member to help them determine if it is safe to use and useful," he said.
The career scope of QASAS is unique in that new civilians can only enter through a two-year formal apprenticeship program, and each QASAS must sign a mobility agreement to move between jobs and locations to cover needs of the. To ensure a ready force, the CP-20 program ensures that civilians receive ongoing munitions surveillance training, leadership and supervision training, and resiliency training to improve coping skills after deployments.
Mathewson said he enjoys his job as CP-20 manager because he gets to communicate and build professional and personal relationships with the QASAS community. "I see them grow and become leaders and advance in their careers," she said. "I love being QASAS because of the support we provide to Soldiers."
Another small career program with a large role in preparing soldiers and their families is CP-27 Housing Management. Civilians at CP-27 serve as advocates for Soldiers and families and support readiness by ensuring that housing, both on and off the installation, meets health and safety standards.
A Beginner's Guide To Working For The Military As A Civilian
Ray Zapata, the Chief of Housing at Redstone Arsenal, supervises four CP-27 employees who provide housing services for the community, including inspection of 354 homes on the garrison. He has worked at the residence for 15 years and has been at CP-27 since 2008 when he transferred to the residence from working at the Navy residence. "Hand in hand, it got to the training aspect and created camaraderie between the housemates," Zapata said.
Zapata said an advantage of serving in one of the smaller CPs is that he knows many of the house managers from other garrisons and can reach out to them for information, advice and to share best practices. "I like the fact that we're a smaller group; I have the ability to reach out and tap into other residences pretty quickly," he said.
As the local manager of CP-27 at Redstone Arsenal, Zapata said he works hard to make sure his people have the training they need for job skills and career advancement, including quality assurance classes, attendance at the annual residency training course for seniors and local training focused on current affairs. questions
While career program managers are largely considered experts in their fields, they also need ongoing training to stay abreast of career trends and issues within their CP, civilian HR policies and new training opportunities available to employees. Each year, AMC hosts a career program management training summit for its command programs to share best practices, learn more about command priorities and focus areas, and discuss civilian personnel initiatives that affect your CP and the AMC company as a whole. The next AMC Career Program Training Summit will be September 10-12 at Redstone Arsenal.
Career Programs Help To Train, Develop Army Civilians Throughout Professional Lifecycle
Wyche said the number of civilians and diversity of skills within AMC make the command unique in the . There is an ongoing effort within AMC to migrate the majority of the command's approximately 1,700 employees in a General Administration 0301 series position description to a more standard and classifiable PD that aligns with the appropriate career program. This will ensure that these employees have access to the training, professional development, supervision and mentoring opportunities they deserve to further their careers.
Wyche said no matter what level of the organization an employee is, there should be training and development opportunities available. "It's really about employees having access to training, but also having access to information so they know how to plan their careers and know the questions to ask when they talk to their mentors and figure out what their next steps are," he said. .
