The Peralez district, which includes downtown and the Japantown neighborhood, ranked No. 1 for the city's most affordable housing with about 4,300 units. It has a total of 59 projects, representing 22% of the housing stock below the city's market rate.
In Central San Jose, District 7 has more than 3,600 units, making up 18% of all affordable rental housing in the city. The 29 housing projects in the district are generally larger than those in other districts, as 16 of them have more than 100 units, according to the analysis.

"This project is all that I've been through before, but I think it's a kind of coloring, to be honest," Councilor Maya Esparza told San José Spotlight, adding that her district has the fewest houses in the city. Both districts are among the wealthiest in the city. Most of the Almaden Valley neighborhoods in the 10th district and Silver Creek in the 8th district have median incomes above $200,000.
District 8 does not include affordable housing because of "outdated" policies that limit commercial and residential growth, said Councilwoman Sylvia Arenas. The Evergreen Development Policy, originally adopted in 1976 to deal with flooding and traffic congestion, was last updated in 2007 to limit development in the pool area to 500 units and only allow 35 units per home until the development meets the criteria. some of them.

"The city can zone the area for residential development, but construction only happens if a particular developer chooses," Scott told the San José Spotlight.

The neighborhood between Highway 87 and the Alameda Expressway, for example, has six below-market-rate housing projects, or 589 units, the analysis shows. The median household income is $47,636, according to census data.

Five other 474-unit projects are located in and around Buena Vista, with median incomes between $75,000 and $83,500. That's just over 60% of the area median income for two families.

"There is no neighborhood in the city that has affordable housing," Mathew Reed, director of housing policy for Silicon Valley at Home, told the San José Spotlight. Affordable housing is a critical need, and the people who need it are spread across the city."
