Housing Assistance For Disabled Persons - IHCDA is proud to offer a variety of programs that provide housing opportunities, promote self-sufficiency and strengthen Diana communities. All of these programs have an impact on improving the quality of life of vulnerable populations in our state, including the elderly and disabled. For the purpose of this summary, persons with disabilities include persons with physical or mental disabilities, as well as those with mental disorders and addictions. Below is a summary of some of the key programs and initiatives serving these target groups.

The Rental Housing Tax Credit (RHTC) program allows for-profit and nonprofit developers $15.5M in federal tax credits annually for the construction or rehabilitation of affordable rental housing. All units created through the RHTC program must rent at or below 60% of the area median. IHCDA ensures that the program is used to help the vulnerable population through the Qualified Action Plan (QAP).

In 2008, IHCDA and the Corporation for Supportive Housing (CSH) launched the Diana Permanent Supportive House Initiative (IPSHI), a public/private partnership designed to reduce chronic and long-term homelessness. To date, 48 teams have completed the study, resulting in 37 developments that have created 1,023 units of supportive housing. Due to its overwhelming success, the IHCDA and CSH have been subject to this rule.

The Emergency Solutions Grant (ESG) program is designed to identify sheltered and unsheltered people and those at risk of homelessness and provide assistance so that these individuals can achieve stability. Of the 10,945 people served by ESG 2016, 17.4% were elderly or disabled.

In March 2016, IHCDA announced that $300,000 of the Remag CDBG Disaster Fund was available for a new initiative called Ramp Up Diana. Through Ramp Up, local governments or non-profits can apply for grants of up to $25,000 to build ramps for homeowners at or below 80% of the floor space who need a ramp to improve accessibility in and out of their home. .

IHCDA has a strong partnership with the Back Home Diana Alliance (Back Home). Back Home, a project of the Governor's Council on Disabilities, is a council comprised of representatives from federal, state and local House, advocacy and disability-related organizations. IHCDA works with Back Home to actively seek program guidelines to ensure programs are as inclusive as possible for people with disabilities.

The Diana Association of Area Agencies on Ag (IAAAA) advocates for quality programs and services for older adults and people with disabilities on behalf of Diana's 16 area agencies.

Social Security Disability & Housing Assistance

The resource Agg individuals and people with disabilities with Diana is a resource guide for elderly residents or people with disabilities in Diana.

IHCDA sponsors dianaHousgNow.org, a free rental website. This site allows potential tenants to search using specific criteria. Visit http://www.dianahousgnow.org/ for more information. The Ministry of Social Affairs is also accepting applications for a new assistance program for people living with special needs. It is a retrofit program that focuses on improving accessibility to the needs of persons with special needs (PLSN) in the country.
