Unfortunately, you really have to do the math for your family, as savings on ticketing and dining plans based on the size of your family and how many are under the age of ten at the time of their visit, length of stay varies, and the special rate resorts you target.
But if your family looks like mine, two adults and two children, one under ten and one older, and you're on a three or eight night trip, I can give you a straight answer:
Military families taking a trip that closely matches the duration of the military salute ticket must follow different procedures depending on the type of hotel they choose.
In all cases, a three-night trip to Shades of Green combined with a ticket to the Army Salute is the cheapest option. (This assumes discounted 2nd class rooms at the Shades hotel.) But since Shades is too dim for kids, I'm using the Disney resort numbers:

Modeling these crops gives mixed results as the Shades/Salute option doesn't look good overall (as seven day tickets are more expensive than four so you might as well not do it) and the free food looks better.
For luxury resorts, Shades remains the best answer, with free dining and discounted room rates close to each other and about $1,300 more expensive than Shades.
For mid-range resorts, the best option is complimentary dining -- about $400 less than Shades of Green.
At resorts, the results are the same: free dining is the best, even if you've purchased a basic dining plan. Shades is about $680 more expensive. The Hadi Shriners, known for their patriotism and appreciation for our troops, are offering free trade-in tickets to the Hadi Shrine Circus on Wednesday, November 16th from 4:00pm to 7:00pm to immediate family members of local military personnel. Hadi in the parking lot of the Temple at 6 Walnut Street in downtown Evansville.
Exchange tickets are available to tri-state military personnel from all branches of service, including the National Guard, who are on active duty, currently deployed, or have recently returned from overseas within the past 6 months. Tickets are available to military spouses and children, as well as any other family members currently living in the same household. Recipients must present a valid military family ID to qualify.
These free exchange tickets are valued at $22 and must be exchanged for a reserved seating ticket for any of the eight shows at the Ford Center or Hadi Shrine Circus Ticket Offices.

Other family members or close friends who wish to attend the circus with military families who received free trade-in tickets can purchase additional trade-in tickets for $18 each at Shriner's or call toll-free at 1-800-66-CLOWN. Exchange tickets do not allow entry and are intended to be exchanged for reserved seats at any performance.
Hardy's Shrine Circus returns to the Ford Center on Thanksgiving and runs through Sunday, November 27 with eight show times.
