The state's decision against expanding Medicaid leaves 45,000 low-income Kansans with a coverage gap, meaning they are eligible for neither Kansas Medicaid nor tax subsidies to help buy private coverage through the health insurance marketplace.

And adults with dependent children are eligible only if their household income is below 33 percent of the federal poverty level.

Kansas law limits short-term health insurance plans to initial terms of more than twelve months (ie, the same federal rules that went into effect in late 2018). But the government only allows short-term insurance plans to be renewed once, so the maximum period is two years.
