A recent ruling by a federal judge may make it easier for residents struggling to remove those roots. "After Sandy hit, there were a lot of people who were former homeowners now in the rental market, so units that were affordable for people with vouchers are no longer affordable because we have less homeowners renting units ," Kelly said.

"So for people in those areas, it means they can take their housing voucher and move into an apartment in an area that has better schools, less crime and offers more accessibility so their family can ' succeed," said Arnold Cohen of the New Jersey Housing and Community Development Network.
Currently, these changes in calculations apply only to the counties of Bergen, Passaic, Monmouth and Ocean, although housing experts expect HUD to issue them in the rest of the state.
Boross got his voucher relatively easily if he called and waited five months easily. Not the nightmare many of his friends faced. HUD is unfortunately backward, only one in four applicants receives a voucher according to the Housing and Community Development Network, but it is life-changing.
“The housing voucher pays 60 percent of my rent, so I pay $445 out of pocket, which is great. I get an extra $400 to $500 a month so I can pay all my bills and meet the consequences that come my way," he said.

New Jersey renters, landlords and homeowners looking for information on the latest housing regulations, public assistance subsidies, legal assistance or help setting up a mortgage repayment plan renters can find answers through a website launched Friday by the New Jersey Housing and Community Development Network at www.housinghelpnj. org.
The one-stop site includes a toll-free phone number, 888-691-3002, that New Jerseyans can call to be connected to Volunteer Advocates for Justice for legal assistance handling eviction cases or to members of group mates who can act as mediators if a tenant needs help to make an agreement with the landlord to pay back rent without going to court.
There is also an area where readers can submit questions related to housing, which staff members will monitor and answer or forward to partner organizations, as needed.
The effort was funded with $1.2 million from the state's Affordable Housing Trust Fund and $1.9 million from the Pandemic Relief Fund, a nonprofit founded by First Lady Tammy Murphy.
