Access Senior Housing
When the line started moving on a hot Tuesday morning in June, nearly a dozen seniors had been waiting for nearly a day.
They flocked to South Philadelphia — eventually, dozens of them, most of them over the age of 62 — to try to secure one of the new senior-friendly housing units popping up near Fourth and Snyder streets. Many started lining up the previous afternoon with their lawn chairs and umbrellas. Waiting hours—even overnight—seemed a small price to pay, they thought, for a chance at safe, clean housing they could afford.
In reality, most of them have been waiting for more than 24 hours. The new development, called Cantrell Place, has been in the works since 2011, when Montgomery County developer Presby's Inspired Life envisioned the senior housing community. Before finally opening its doors in December, Presby spent the time making plans, collecting land and repeatedly raising funds.
The 61 one-bedroom units, with room for seniors earning $12,240 to $36,708 a year, took more than seven years to build.
Bay Area Towns Mull 'disturbing' Plan To Avoid New Housing
For seniors who lived in nearby neighborhoods, this meant living in row houses with lots of stairs or lots of space to maintain. Some remained in crumbling properties due to abandonment. Others saw their income drop and the cost of living rise, leaving them in homes they could no longer afford.
However, in today's affordable housing landscape, seven years to complete a project may be considered the norm. Government funding for such projects continued to decline. The competition for what was left was fierce. Nonprofit and for-profit affordable housing developers often must apply repeatedly for limited public funds. If they fail, experts say, it's hard for affordable housing projects to move forward.
The issue has become particularly problematic for the elderly. Most of the massive baby boom generation, defined as those born between 1946 and 1964, are in their 60s, with several million boomers now in their 70s. According to the Joint Center for Housing Studies at Harvard University, the population 65 and older is expected to jump to 73 million by 2030, an increase of 33 million in two decades.
But the problem is much bigger than the growing demand. It is no longer uncommon for people to live into their 80s or beyond, meaning housing is needed longer than before. At the same time, the number of older, low-income families has grown, the Harvard study said, with those making less than $15,000 a year jumping 39 percent between 2000 and 2016.

The result, experts say: an affordable senior housing crisis — one that's set to get worse in the coming years.
"The subsidy hasn't really kept up with this population growth," said Robert Silverman, a professor at the University of Buffalo and an expert on affordable housing. "Without financing to develop affordable housing, what developers were left with as options - and what types of options they were looking for - was really market-rate housing that was skewed toward the high-rent market."
Isabella Kelly is a two-time cancer survivor, suffers from spinal stenosis and suffered a broken ankle that put her in the hospital.
That's why, she thinks, she stayed in her dilapidated house in West Philadelphia for so long. For years she had no heat - and ended up breaking the stove using it to try to keep warm. Water from its leaking roof filled buckets and bags. When she returned from the hospital after ankle surgery in 2017, she discovered that there was a hole in the kitchen ceiling.

"I saw things falling from the ceiling one day, and I looked up and there was a raccoon looking down at me," Kelly said. "I screamed and he was just standing there. And then the second time ... it was on top of the closet. I nailed 2-by-4s up and heavy cardboard to the roof, but I couldn't sleep. I was like, 'What if I wake up and he's on my chest?' "
So, in the summer of 2017, Kelly approached Presby for a low-income apartment. But like thousands of other seniors seeking affordable housing in the area, she was told there was a waiting list — one that could take years to whittle down.
In Presby's accessible senior communities, as well as other senior communities in the area, applicants face waiting lists that are often in the hundreds of people. At Presby, for example, about 4,200 people are waiting to move into the 2,451 spaces they offer in the 36 communities they develop or manage.
The wait, a spokesman said, could last several years. Kelly finally secured a spot at the Southwest Philadelphia community just days before Christmas — about a year and a half after applying.
