While enrollment numbers are similar to last year (historically underrepresented students made up 31.01% in 2019, compared to 31.21% in 2018), new data shows that black law school enrollment has declined for the fourth year in a row. . the fact that even among people of color, black students are consistently and significantly underrepresented in law school classrooms.

Our annual Women in Law School report is updated each year to analyze law school admissions by gender. We also examine the race and ethnic demographics of ABA-accredited law schools to see how the programs stack up across the country.
Research shows that racial, ethnic and cultural diversity in law school classrooms leads to better questions, analysis and decisions, which means fairer and smarter lawyers.
Moreover, racial diversity among lawyers creates greater confidence in the rule of law. As Judge Edward M. Chen, the first Asian American appointed to the United States District Court for the Northern District of California, noted:

Diversity And Inclusion
The ABA requires each accredited law school to report enrollment information annually by completing a Standard 509 disclosure. Disclosure Standard 509 allows schools to report the race and ethnicity of their students using 7 separate categories defined by the ABA:
The only race and ethnicity to increase are Asian and Hispanic students. All other races and ethnicities, which the ABA tracks through the ABA's annual questionnaire, have declined slightly.
Black students are the most underrepresented. In 2018, black students made up 7.91% of all law students, but in 2019, they represented 7.57% of incoming law students. This decrease caused the overall percentage of black students in law school to drop from 8.11% to 7.94%.
The total number of #poc students enrolled in #law studies nationwide decreased slightly in 2019. Black students accounted for the largest decline.

The racial and ethnic makeup of law students at ABA-accredited law schools closely mirrors the racial and ethnic makeup of the United States population as a whole. The first chart below shows the overall ethnic and racial distribution in the US according to the 2010 Census.
For comparison, this second chart shows the percentage distribution of ethnicity and race across all ABA-accredited law schools.
As you can see, the largest gap between the general population and the percentage of law students by race and ethnicity is for law students who identify as black, followed by law students who identify as Hispanic/Latino.
Face the facts: While enrollment among underrepresented groups fell slightly in 2019, it's important to remember that much progress has been made in recent decades. Consider this: The overall percentage of law students of color in 1987 was 11.23%, the overall percentage in 2000 was 20.57%, and the overall percentage in 2019 was 31.01%.

The ABA Council on Diversity in Education and the Law School Admissions Council (LSAC) have worked to increase the inclusion of traditional groups and people of color in colleges and law schools across the country.
In addition, many law schools across the country have struggled with taking steps designed to increase Black, Latino, and Native American enrollment in competitive law programs.
For example, Syracuse University College of Law hopes to double the number of black students in the next 5 years. They recently signed "3+3 admissions" agreements with 3 historically black colleges and universities (HBCUs) in Georgia. The 3+3 program allows students to complete a bachelor's and law degree in 7 years rather than 6 years.
This effort gave results to some schools. Below are the top 10 law schools with the highest percentage of students of each race and ethnicity recognized by the ABA.
Defending Its Rankings, U.s. News Takes Aim At Top Law Schools
Note that the table above does not include a list of schools with the lowest percentage of American or Alaska Native law students. That's because there were only 53 ABA-accredited law schools in the U.S., which reported enrolling 0% of students identified in this category.
The chart also excludes schools with the lowest percentage of law students from Hawaii or other Pacific Islands, as there are only 122 schools in the U.S. that reported 0% of students identified in this group.
More than any other student of color, the number of black students in law school mirrors the number of black Americans in the general population. Moreover, while other historically underrepresented groups are making gains, the number of black students entering law school is actually declining.
The underlying reasons for this trend are complex and certainly deserve more research, but there are 3 prevailing theories.

First, one usually cannot get into law school without first graduating from college. Black students are still underrepresented in undergraduate programs across the country, especially at top colleges.
Second, black students tend to score lower on the law school admissions test (LSAT) than white students. This creates both academic barriers to law school and financial barriers, as law schools typically award financial aid based on LSAT scores.
Face the facts: Black and Latino students disproportionately attend lower-ranked law schools with lower enrollment numbers and post-graduation employment rates. Together, they account for 40% of current enrollment in schools that do not have ABA accreditation.
Third, although people of color generally enter law school at rates that mirror the general population, there are wide disparities in dropout rates between white students and students of color (especially among blacks). For example, in 2016, white students made up 62% of first-year law students and 49% of dropouts. In contrast, students of color make up just 30% of first-year enrollment but 44% of dropouts.

Face the facts: Every year, nearly twice as many black women study law as black men. In the 2019 entering class, there were 1,889 black women, but only 988 black men. This has been the trend in undergraduate higher education for decades.
In 2018, law schools saw a significant increase in female enrollment. Many legal commentators have called Trump's disparity a "Trump attack" and argue that the state of national politics has inspired more women to attend law school.
As a law school, we talk about diversity and inclusion and are proud of our achievements, but that's not enough. We need to do more, and we have the means as law educators, lawyers, and law students. We teach social justice, but we must recognize that the system is not always fair. We must commit to changing that.
