The Disabled Veteran Business Enterprise (DVBE) Preference Program is designed to increase purchasing and contracting opportunities in businesses owned by disabled veterans. Certified DVBEs have several preferences when inquiring about L.A. County.
Disabled veterans with certified business owners wish to automatically qualify for inclusion in the Community Business Enterprise (CBE) program without having to apply for two separate programs. The County CBE List is an invaluable resource used by many County departments, public agencies, private sector principals and subcontractors to meet subcontracting objectives.

There are two distinct programs that authorize agencies to issue purchases for exclusive competition among small business owners:
The basic eligibility requirements for both Small Business Ownership programs are set forth by the US Business Administration (SBA) in the Code of Federal Regulations (CFR) 13 C.F.R. § 125.11-125.16. However, the manner in which a veteran business owner is "certified" under the two programs is quite different. Details for each program can be found below.
The Service-Disabled Veteran-Owned Business Program (SDVOSBC) is designed to provide assistance to agencies for a government-wide purpose of not less than 3% of the total value of all prime contract and subcontract awards. awarded to small owned and controlled businesses. by disabled veterans through the Veterans Enterprise Agreement and Business Development Act of 1999. It does not give priority or preemption to SDVOSBs, it only allows contracting officers to establish SDVOSB audit groups or make decisions from the source of only if they decide to do so. thus meeting the 3% target in effort. Each agency is required by Executive Order 13360 to have a plan for contracting and subcontracting its SDVOSB purposes. (See Code of Federal Regulations (CFR) 13 C.F.R. § 125.11-125.33).
SDVOSBC programs are self-certifying, meaning no verification process is currently required. Business status will need to be indicated as "Service Disabled Veteran Business Owners" in the Federal System for Award Management (SAM) section applicable to socioeconomic categories. Individual contracting officers may require documentation of eligibility prior to awarding a designated or sole-source contract under the protest and award program if there is a question about the contractor's eligibility. Documentation may include a copy of the DD214 and documentation of a Department of Veterans Affairs determination of service-connected disability (0% to 100%). Significant penalties, including prison terms, have been imposed on some contractors the state has found to have fraudulently claimed SDVOSB.
Veteran Owned Business Certification Program Updates: Webinar
Within the Department of Veterans Affairs (VA), the agency's hierarchy for open market acquisition places the highest priority on SDVOSBs, followed by VOSBs, pre-8(a) veteran-owned businesses, HUBZone, in women-owned and other small businesses. This is the only program that gives preference to veterans and the only program that guarantees veteran business owners who are not service disabled. The VA is one of the largest federal agency organizations, providing over $3 billion to veteran-owned small businesses.
Verification: To qualify for the Veterans First Contracting Program, businesses go through the VA Verification process, which is administered by the VA's Center for Verification and Evaluation (CVE). The eligibility requirements described above apply to veterans and service-disabled veterans, and the verification process and general requirements are described in 38 CFR part 74.
Verification Assistance: To help veteran business owners more easily (and successfully) navigate the verification process, VA is creating several tools and guides (see right side) in addition to the Verification Assistance Program, through which counselors help (including many PTAC applicants) specially trained to provide free assistance to veterans seeking verification. Since 2005, PTAC of Delaware has worked closely with Greenleaf to help guide the government's marketing strategies and build relationships, directing them to nurseries serving people with disabilities, helping them to pass the government bureaucracy's first contract. Although he wasn't able to do much at first, Winemiller wasn't discouraged, and Greenleaf's primary focus has been on government contracts since 2008. The company provides account management services, such as the Veterans Administration Medical Center in Wilmington, Delaware; Togus National Cemetery in Maine; Beverly National Cemetery in New Jersey; and many others. Greenleaf's success has allowed Winemiller to hire other veterans, a hiring practice that helps foster a culture of respect that sets Greenleaf apart from other businesses. Most exciting is the latest contract awarded in September 2014 that authorized Greenleaf to maintain 640 acres at Arlington National Cemetery on a base-year basis with a two-year option. Samaritan Emergency Medical Services is a division of CLV Enterprises, a service for disabled veterans Small business owned by Charles and Cassandra Vetters of Skiatook, Oklahoma. With the help of the Oklahoma Bid Assistance Network (OBAN) PTAC, Samaritan EMS recently received a multi-year contract to perform ambulance services - including emergency paramedic response and patient transport services - at Tinker Air Force Base in Oklahoma.
According to the contract, the Paramedic ambulance company will provide the Base with two and twenty-four hour dedicated ambulances. OBAN's Tulsa, Oklahoma, Samaritan EMS office helped identify this opportunity, and OBAN Advisor Larry Findeiss provided additional assistance in reviewing the form and content of the proposal and ensuring that the content of the proposal was compliant with the statement of the Task Force. Although not initially selected to win the tender, they approached the Standard Bulk Contractor in accordance with SBA guidelines, which was accepted and the contract was awarded an initial performance adjustment.
