Area code 310 was created on November 2, 1991 as a fork of area code 213. On January 25, 1997, area code 310 was split to create area code 562 for the southeastern portion of Los Angeles County and much of Orange County. Area code 562 was originally designated as an overlay code for cellular and pager service in the existing 310 area. The overlays were planned for late 1995 and were to expand to locations 213 and 818 the following year.
But that plan was changed to a 310 split, and the California Public Utilities Commission determined the overlay would penalize small-business subscribers for requiring t-digit dialing.
