The San Jose City Council on Tuesday approved a new six-story mixed-use affordable housing complex by Meridian Apartments in the Willow Glen neighborhood.

Councilors Maya Esparza and Magdalena Carrasco were absent from the vote. All nine deputies present voted for the development.

Meridian Apartments will be located on a 2.09-acre site at 961-971 Meridian Ave between Fruitdale Avenue and Curci Drive. It will include 233 housing units, including two property management units, and 231 affordable housing units for people earning between 30 and 80 percent of the area median. The building will also include 1,780 feet of retail, 63 bicycle parking spaces and 290 vehicle parking spaces.
Two existing residential buildings, a warehouse and 41 trees will be demolished or removed to make way for the development.
"This is the positive, sustainable economic development we need right now," said Councilman Dev Davis, whose district includes the project.
The property is located in what is to become an urban village – designated areas where the city envisions a future with denser and mixed-use development.

However, the city has not formally approved the Southwest Expressway Urban Village, which will include the site. This usually means that the developer has to meet a higher standard in order to get their project off the ground early. According to city documents, among the projects eligible to start early in those areas are residential projects that are 100 percent affordable.
Le Anne Thomas, spokeswoman for Santa Clara-based developer ROEM Development, said company leaders are "thrilled" the project is moving forward despite the village's city plan not being approved.
"We incorporated a lot of input and planning input to make this proposal fit the urban village plan," he said. "This is one of the first affordable housing projects to move forward in an (un)approved urban village - we're very excited about it."
Housing advocates on Tuesday asked the developer to consider adding a seventh floor to the building, making room for more bicycle parking and incorporating other sustainable features into the building.

Catalyze SV, a local community engagement group, asked ROEM Development to also offer residents free VTA passes and separate parking from resident leases so residents can choose whether to pay for a parking spot.
"It's clear that we need affordable housing now more than ever, and it's an incredible asset to see ground-floor retail as part of this project," said Alex Shoor, CEO of Catalyze SV. "Our aim is always to make development the best it can be. We would like to encourage the use of public transport to achieve the city's goals of reducing greenhouse gas emissions and reducing road congestion.
ROEM has committed to providing public transit information to residents and converting some bike parking spaces to bike-share spaces, but some other proposals, such as segregated parking, may still be up for discussion during the planning process, Shoor said. he said

Quetzal Gardens is a 100% affordable family development with 71 apartments located in Little Portugal Urban Village and Mayfair in East San Jose. New housing is set aside for low-income individuals and families, and 28 units are set aside as permanent supportive housing enriched with services for formerly homeless households. The mixed-use building offers 7,000 square feet of retail space on the ground floor, serving community tenants including local nonprofit Somos Mayfair.

The design of the building is in line with the objectives set out in the Urban Village Plan of Little Portugal. The building is designed to provide a unique identity to the neighborhood and complement the nearby Plaza do Patrimonio Mexicano. The Quetzal bird inspires the colors of the project and the architectural vocabulary of the building. This includes the feather motif on the balustrade and metalwork throughout the building and the distinctive wall pattern on the main feature of the corner tower. The ground floor creates an active landscape with large storefronts and an engaging public plaza that anchors the corner and creates an engaging space for the larger community.
The unit's unique design with outdoor circulation around a central courtyard will help encourage social interaction and a sense of community for residents. The central courtyard contains seating areas, gardens and a children's playground. Offices are available for a full-time service coordinator who will provide on-site mental health treatment and case management. New plans recommended Wednesday by a city panel call for an estimated 164 low-income apartments on a 1.3-acre site in Alum Rock, a neighborhood in East San Jose's Ward 5. As part of the project, a vacant building of 200 square feet. which once housed a cafe will be demolished.
The San Jose Planning Commission gave the project the green light Wednesday by a 9-1 vote. Commissioner Rolando Bonilla, who represents East San Jose, was the only abstention. Commissioner Maribel Montañez was absent.

Bonilla said East San Jose already has too much low-income housing and wants to see more support from the city.
"East San Jose is already under-resourced," Bonilla said. "So when we keep putting more of this housing, which puts additional pressures on this community, are we really making things better for everyone? I understand that it's good to provide affordable housing. But is it fair for one side of the city to provide it?" ?
But some commissioners, such as Jorge Garcia, said the proposed development will help breathe new life into a struggling corridor that has been hit hard by business closings and vacant buildings.
“You hear concerns about the demand for retail, the current affordable housing crisis and the current state of the Kamenc rock corridor,” Garcia said. “The fastest way to keep things the way they are is to make it too difficult for developers to develop projects in this area and to impose leverage and delayed requirements. It's 100% affordable housing."

The project needs only 0.5 parking spaces per housing unit due to the level of accessibility and proximity to public transportation. That raised concerns about pedestrian safety and parking needs among commissioners Chuck Cantrell and Sylvia Ornelas-Wise.
City officials said there are enough traffic and safety measures around the project, which is also near a high school, to keep residents safe.
According to a recent San Jose Spotlight analysis, the city is pushing more than half of its affordable housing into the city's lowest-income areas. District 5, along with Districts 3, 6, and 7, contributes approximately 57% of the city's share of affordable housing.
The city, like many others in the Bay Area, is facing a serious housing crisis. Despite renewed efforts, the city is falling short of its goal of building 25,000 homes by 2023.

“The state of housing and homelessness is a humanitarian crisis unlike anything we've seen in our lifetime,” East San Jose Councilwoman Magdalena Carrasco told the San Jose Spotlight. "We know that families live in overcrowded conditions, occupying spaces that may be inadequate, especially for young families. This development is timely and provides desperately needed housing for our low and extremely low income families."
The 164 units will be part of a two-tower project that will each be six stories up to 76.5 feet. One tower will contain 119 units along with 7,000 square meters of retail space, while the other tower will contain 45 units. The proposed project is located at 2880 Alum Rock Avenue, between South Capitol Avenue and South White Road.
Of the 164 proposed units, 92 are studios, of which 58 are one-room and 14 are two-room. According to city documents, there are 16 units
