More than 17 million people live in rental housing in California, and more than half of them are rent-burdened, meaning they pay more than 30% of their income for housing. For people with low incomes, there may be affordable housing programs to provide assistance.

And home prices were rising well before the COVID-19 pandemic devastated the state's economy.
"We needed a lot of affordable housing before COVID, and we may need a lot more after COVID," said Linda Mandolini, president of Bay Area nonprofit Eden Housing.
In order to get help with renting, you have to go through an application, eligibility requirements and a waiting list, as well as limited availability. Here's what you need to know.

In most cases, the program is administered by city or county housing agencies that use federal funding from the U.S. Department of Housing and Human Services, Urban Development, or HUD. The types of programs vary. Some, such as Section 8, pay the landlord directly to cover the cost of your tenancy. Others, like public housing, are subsidized by the government to keep your rent low.

And that's step 2: Contact your local housing authority. If it's in the city of Los Angeles, use the city's Housing Authority website to start the application process. The agency requires you to make a special request (check the website or call for the latest procedures related to COVID-19), or download the application and submit it. For other cities in Los Angeles County, check the city's website, or HUD's Resource Locator, to find a housing officer. You can also browse Los Angeles housing to see what's available by entering your zip code or city. When you click on the location, you will get a phone number.
An interview or information may be required before you are accepted. You will be asked for documents proving your identity and income. The Los Angeles Housing Authority requires the following documents, although other agencies may have different requirements:

Once you know where you want to live, you can use the HUD program to estimate your household income based on income in your chosen area. You must meet income requirements to receive Chapter 8 vouchers.
HUD publishes a list of properties that have been approved for Section 8 vouchers. A property may not be on HUD's list, but may still accept Section 8 vouchers. In California, it is illegal to discriminate against Section 8 voucher holders.
After you have agreed with the housing authority to complete a Section 8 application, you will go on a waiting list. You can check the waiting time online.
Once you have enrolled in the program, you will have an introduction to local authorities. This information is required before you can get a Section 8 certificate. The certificate is proof that you have been approved by the housing authority.

Tenants living in Section 202 buildings must pay a fee based on the cost of operating the building, according to the National Housing Law Project. New buildings, on the other hand, offer rent benefits where tenants pay 30% of their income.

To apply, visit your local housing authority's website and see if they list any Section 202 openings. Alternatively, you can call your property manager or use one of the online tools above.
Section 811 provides housing for low-income people with disabilities. Families that include adults with disabilities are also eligible for grants. HUD lists eligibility "as physical or intellectual disability or chronic mental illness," on its website.
Like Section 202, tenants living in older properties pay budget rent, while new tenants pay 30% of their annual income. And like item 202, the application must be submitted through the housing authority.
Each 811 section property has its own preferences. If you match one of their options, you may be placed higher on the waiting list. These options may include senior citizens or military personnel.

The city placed ads in newspapers distributed throughout Hoboken and the residential area at the post office to get the word out to as many qualified and interested people as possible.
