The number of out-of-state students at the University of Maryland is growing, despite many barriers to their education.
In fall 2013, 23.4 percent of undergraduates lived outside the state. Five years later, it increased to 25.6 percent. The increase is even sharper among graduate students - from 66.5 percent in 2013, to 70.2 percent in 2018.
Out-of-state students — mostly from New Jersey, New York and Pennsylvania — now make up 36.9 percent of the student population, according to the university's Office of Institutional, Research, Planning and Evaluation.

These students face other financial obstacles. As of this fall, tuition for full-time non-citizens ($16,636) was nearly four times that of their in-state counterparts ($4,325.50) and the cost of living nearly doubled. "The university could have done more for me to keep my scholarship," said Stifelman, a communications major and Spanish major. "I wish there was a way to explain how I was struggling. My grades were the lowest in my life, but I took the initiative to change my major and haven't had this problem since. But there is no way to reapply.”
Between financial burdens or academic struggles, some out-of-state students feel out of place when they first arrive in College Park.

With recent growth, the university's out-of-state student population is about average compared to other Big Ten public institutions. The University of Illinois, in the end, was out of state at 18.7 percent, while the University of Michigan was almost half of out of staters at 49.1 percent.
Organizations like the Out-of-State Student Association work to ease the transition for the roughly 25 percent of students who move to Maryland from out-of-state.
Julia Mikolaczak, a native New Yorker, founded the organization to bridge the social and information gaps that non-Marylandians face when they arrive on campus. He noted the hidden costs of moving to a new country.
"Students from outside the province are often unable to travel, so they have to pay for housing. It's too expensive to go home," said Mikolajac, a minor crime and criminal justice major. "Airlines are really expensive, [and] Ubering to airports and train stations is really expensive if they can't use the public system."

Mikolajczak said his organization focuses on providing out-of-state students with a support group of others in similar situations and tries to educate students about living in Maryland and D.C.
The university offers a one-on-one orientation session for new transfer students, and Mikolajac thinks the same should be done for out-of-state students. Instead, he said, "they just hang out with all the other newbies," meaning they can't learn about everything the platform has to offer.
"If you're a freshman who doesn't know how to use the Metro system and you don't have a car, you can't get to D.C.," said Mikolajac. "It's something they never go through during the adjustment period, because they think everyone is from Maryland and they already know that."
