Currently, the top five IT-BPM vendors in the country include Concentrix, Accenture, Teleperformance, Alorica and Sitel Group. Of the 19 BPO players listed, the best hires in Q3 2022 came from Concentrix, which hired 10,000 more employees, followed by Teleperformance (2,534 employees), TaskUs Philippines (8,000 employees), Telus International ( 7,000 employees) and afni Philippines (2,000 employees).

In terms of overall office occupancy growth, WNS Global Services has significantly expanded its footprint in Metro Manila and provincial offices: 12% and 47%, respectively. On the other hand, many BPO companies have expanded their operations by expanding into the states. Telus International increased its office footprint in Metro Manila, but expanded in the provinces by 23%. TTEC's provincial office footprint also grew by 19%, while maintaining its footprint in Metro Manila. Concentrix, the Philippines' largest BPO company in terms of headquarters and office staff, also expanded outside Metro Manila: its provincial office footprint grew by 12% in Q3 2022 compared to the previous quarter.

Recognizing the need to adapt to the changing times and changing behaviors of BPO employees and workers, on September 14, 2022, the Financial Services Regulatory Board (FIRB) passed Act No. Philippine Economic Zone Authority (PEZA) to the Board of Investments (BOI) which essentially allows them to do 100% work from home (WFH) arrangements without any interference which is positive for their tax incentives. This is being hailed as a big win for BPO workers and employers.
This development has encouraged many BPOs to expand their travel offices outside Metro Manila and accelerate business establishment in the provinces, long considered an unsustainable service used for BPO professionals. Now with the right to use WFH, BPOs are nurturing the talent they love to return to their hometown.

As reported in the recently concluded Philippine real estate market update for the third quarter of 2022, there was an increase in provincial office transactions in the quarter. The data shows that an additional 63,000 square meters of office space was traded in the third quarter of 2022, bringing the total to 145,000 square meters for the first nine months of the year. This figure is 23% of all registered offices. More than half (56%) of these transactions involve BPO companies.

Data shows that Cebu is still the biggest city attracted by BPOs, recording about 34,000 square meters of office space, followed by Davao (21,000 square meters) and Pampanga (9,000 square meters). When asked about their motivations for choosing locations in the state, most of these BPO companies cited expansion and/or relocation.

The IT-BPM domain offers many opportunities for different projects and we have yet to unlock its full potential. But with the current state of our education system, the Philippines is in danger of losing ground in the global IT-BPM market. In a recent interview with ABS-CBN News, Accenture CEO Manolito Tayag said, "We need to bridge the gap between the needs of the business and our students who have learned." He also added that the key elements for expanding the IT-BPM sector outside Metro Manila are capacity, appropriate capacity, design and connectivity that can boost businesses.
Part of the BPO player's selection criteria before investing in any sector is the availability and capability of talent. Hence, education bias makes it difficult for BPOs to invest or expand in these areas.
