"It stands out when someone is looking to lower their auto insurance rates," said Mark Hanna, spokesman for the Insurance Council of Texas.
State Farm, which recently paid $374.8 million in auto claims related to Hurricane Harvey in Texas, said it did not anticipate the loss. Instead, this year's price cuts are tied to internal cost savings the company passes on to customers. Rates have also decreased in other states.
Brent Wroughton, vice president of State Farm Agencies in Houston, said using more technology and consolidating some claims processing into three facilities in Dallas, Atlanta and Phoenix will allow the company to process more claims more efficiently.
For example, during Harvey, State Farm sent its national disaster team to Houston and opened mobile claims offices. However, customers can call and connect with an employee at one of the centers.

Using technology, those workers adjust claims without actually inspecting the vehicle. If State Farm is parked at a home that it knows has taken on a certain amount of water, the crew will know the truck is full and proceed to settle the claim.
"We will continue to develop and drive additional capabilities," he wrote, "... and try to make ourselves competitive in the market."
The Texas reduction will go into effect for existing and new customers in May. State Farm is expected to benefit about 3 million people.
Depreciation will reverse the trend. State Farm by 9.5 percent and 9.2 percent in 2017 and 2016, respectively.

The Insurance Council's Ms. Hanna said relatively low gasoline prices, a strong economy and a growing population have kept more drivers on the road. This means many accidents and deaths. Higher emergency room bills have increased the cost of covering people, while more vehicle technology — sensors and cameras, for example — have made repairs more expensive.
In the year In 2017, Hurricane Harvey caused the loss of 250,000 vehicles due to flooding and $2 billion in insured hail losses in 2016, two years of extreme weather, Hanna said.
In a statement, Allstate said it has not raised car prices since January 2017 "despite rising maintenance and medical costs." It rose by an average of 8.7 percent in June 2016.
Jerry Huggins, a spokesman for the Texas Department of Insurance, said while price cuts aren't that common, they do happen from time to time. Companies adjust their prices from time to time according to market conditions.
