Hoggatt retired on December 28, 2018, after 22 years and 8 months as an Arizona Superior Court judge for Cochise County. He holds a bachelor's degree in speech and a juris doctorate from the University of Arizona, a master's degree in jurisprudence from the University of Nevada, Reno, and two judicial development certificates from the National College of Justice. While on the Supreme Court bench, he served as presiding judge for Cochise County for six years. Before taking the bench, he practiced for 16 1/2 years, primarily as a private attorney, but also served as Cochise County's first public defender. He lives in Sierra Vista with his family.
