Cynthia Ragland, the first black woman to lead the Birmingham Association of Rhetors in its century of existence, said she sees signs of improvement in the area's booming housing market.
Ragland was appointed Dec. 10 as president of the largest organization of Realtors in Alabama's largest metropolitan area. He takes up the post at a time when Birmingham's housing market is struggling, having reported double-digit declines over the past few months.
Ragland, who owns Roy Rety & Associates, said there is a lot of work to be done by Retor across the country in the coming year to combat the trend of declining home views.

"Rhetor knows we need each other," he said. "We just had to get out because we listed, sold and wanted to go to the closing table."
As president, he said he hopes to increase involvement from Birmingham members and improve communication between sections of the association. During an interview in his Center Point office, Ragland said that while domestic markets in some parts of the country are still down, there are signs of increased activity in the Birmingham market.
In recent weeks, agents in Ragland's office have seen an increase in the number of contracts they hand out. He said mortgage rates have been rising recently, making buyers want to take advantage of rates near historic lows before they go higher.
During his opening remarks, Ragland emphasized the importance of a positive attitude and taking personal responsibility to be seen even in a down market, said Ty Dodge, president and CEO of RetySouth, the city's largest housing company.

"I think too often we want to blame the market or whatever," he said. "I think we should step up to the bar."
Dodge said that along with Ragland's rise to breaking barriers to lead the organization during its 100th anniversary, it's encouraging to see the owner of a smaller real estate company leading the pack. The 3,000-member organization in recent years has been led by Retor from larger companies like RetySouth.
"It is important that we have a mix of small and large businesses on our executive ladder," he said.
Ragland founded Roy Rety - a firm of 24 freelance rhetoricians - in July 2009, after working for several other firms in the Birmingham metro area. During his 21 years as Rhetor, Ragland won several awards for his achievements in the industry. In 2007 she was named Rhetor of the Year by the Birmingham chapter of the Council of Women Rhetors, and in 2008 she was named Businesswoman of the Year. Therefore, she acted as the chairman of the women's representative for the year 2005.

In 2004, Carl Scott became the first black president of the Birmingham Rhetors Association, and only a handful of women have held that role since its founding in 1911.
