Programs To Help Low Income Families - The Pennsylvania Department of Human Services (DHS) recently announced the Emergency Assistance Program (EAP) for eligible families experiencing financial challenges due to the COVID-19 coronavirus outbreak.
Residents can find more information about DHS assistance programs online. Applications for one-time EAP cash grants will be accepted until June 12 or when program funds run out. Residents can apply for emergency cash assistance here.

Assistance under this program is subject to the availability of funding, and funding for this program comes from a variety of sources. To be eligible for services under this program, clients must meet the definition of homeless and have a photo ID. Customers can receive services under this plan once in two years.
Rental assistance and eviction prevention programs are available, subject to funding availability. To be eligible for coverage under this program, customers must meet income guidelines, have an eviction notice, and present photo identification. Customers must be able to demonstrate the ability to continue with rental obligations.LOS ANGELES (November 2, 2021)— The Los Angeles Department of Water and Power (LADWP) has streamlined its customer application process for Low Income 'LADWP Cares' 'EZ -SAVE Customer Support Program' to provide qualified customers an easy and convenient way to sign up quickly and learn about additional cost saving opportunities. 'EZ-SAVE' is part of the DWP's wider customer support efforts to help low-income customers pay for their monthly water and electricity bills.
One Strategy To Boost Students' Test Scores: Help Low Income Families
Currently, 123,000 income-eligible LADWP customers are enrolled in the organization's Low Income 'EZ-SAVE' program and receive monthly savings on certain electricity, water and sanitation services.
"Angelenos don't have to worry about keeping their lights on or their water running," said Mayor Eric Garcetti. "By making it easier to apply for the Low Income Program, LADWP makes it easier for more households to benefit from this program. This will help thousands of Angelenos take advantage of savings on their water, electric and sewer bills and achieve a more secure financial future.
Board of Water and Power Commissioners President Cynthia McClain-Hill said, "We're making it easier, faster and easier for low-income renters and homeowners to get the help they need and qualify when they sign up for LADWP's low-income assistance program. We're committed to helping our customers who may struggle every day to make ends meet despite working one or two jobs. We want to help them end their constant worry about whether they will have enough money at the end of the month to pay their utility bills."
"We know that our application process can often be a barrier to consumers getting the financial assistance they so desperately need. By updating our 'EZ-SAVE' application process to make it more user-friendly and more accessible online or over the phone, we know we can and will enroll more eligible clients to receive all the financial assistance available to them. Income Support Associated With Improved Health Outcomes For Children, Many Studies Show
Under LADWP's new streamlined 'EZ-SAVE' application process, signing up for low income assistance is quick and easy. Consumers who meet the income eligibility criteria for the assistance program only need to disclose their household income on the application and provide a few other details such as their household size. Customers can apply online by visiting www.ladwp.com/Cares to determine their eligibility, log into their customer account and complete a simple application. Customers who do not have an online account ID, can create and complete a customer support request. Additionally, LADWP users can call 1-800-DIAL-DWP to request a paper application. Simple. Simple. Quickly.
If approved, LADWP customers will begin receiving the financial assistance program discount on their next LADWP bill. Enrolling in a low-income assistance program will also allow participants to access other financial assistance programs and many long-term payment plans, up to four years.
Residential customers whose income and household size meet guidelines set annually by the LADWP Board of Commissioners are eligible for the low-income program. Current income guidelines are as follows:
Another financial assistance program available through LADWP is the Senior/Disabled Living Program which applies a discount to the energy bills of income-eligible customers who are 62 years of age or older, or permanently disabled, who provide proof of disability. Additionally, EZ-SAVE Low Income Consumer Assistance Program and Lifeline customers are all offered the opportunity to trade in old, inefficient refrigerators for new, energy-efficient models through the Refrigerator Exchange Program.
Affordable Housing Division
LADWP also just announced nearly $300 million in utility debt relief programs that will be used to help eligible housing customers who have struggled to pay past-due utility bills due to the economic disruption of the COVID-19 pandemic.
"Our customer service team is ready to help answer questions and ensure our customers can take full advantage of the resources available through LADWP to help them with their utility bills," said LADWP General Manager and Chief Engineer Martin Adams. "Last week we announced assistance in the form of direct government financing for consumer debt incurred during this pandemic, we have increased repayment plans, and now we are pleased to offer this new Low Income application process 'EZ-SAVE'. Special Session Vote Helps Struggling Families
When Marquita, a Memphis mother of six, became homeless, her children began to struggle in school. "The child was out of control," he said. "Their grades are not the same."
"What people don't understand is that what adults go through, children also go through," he said. "I didn't know kids were sad until I went through this."
Marquita, who asked that her last name be withheld to discuss her living conditions and the mental health of her children, said she was homeless after being evicted from her home when she filed a lawsuit alleging poor conditions. He couldn't find and buy a new place right away, so for three months, he stayed with friends, rented hotel rooms or slept in his car. Marquita does laundry at her children's school, which has a washing machine.
Marquita eventually found permanent housing with the help of a local "rapid resettlement" program, which also paid her first six months' rent. He immediately made changes for his children.

"When I go home, their grades go up again, they don't have a problem," he said. "It affects them significantly."
A growing body of research supports Marquita's experience, documenting not only that poverty harms students in schools, but that certain anti-poverty programs can counteract those effects.
