“Under House Bill 4, recently passed by the Nevada Legislature and signed by Governor Sisolak, all registered voters in Nevada will receive an email for the 2020 general election,” the statement said. “Voters who wish to vote by mail do not need to request an email or mail-in ballot this year. “Additionally, all return envelopes are postage-paid, meaning voters do not need to add postage to their ballot to vote by mail.”
The office said this was not told before the postcards were sent or consulted for input.
In a statement to the Review-Journal, spokeswoman Jennifer Russell said the postcards have been sent to every mailing address in the county and some families may have already received them. Russell said the office found out on Friday.

Postmaster General Louis DeJoy announced this week that states including Nevada will join the expanded mail service this fall. These initiatives include removing mail sorting machines and mailboxes.
But at the time of the announced shift, four mail sorting machines had already been removed from the Valley's central processing center, which sorts all of Southern Nevada's mail, said Chris Washington, president of the local US Postal Union.
Of the four vehicles removed, one had to sort through magazines and magazines, leaving two such vehicles in the area. The other three processed approximately 35,000 pieces of mail per hour, first sorted by zip code and then further organized according to each carrier's route.
Additionally, five such machines were recently shut down, so while they may be physically located in the Valley's processing center, they are not operational. That leaves about 16 different car addresses in more than 70 Clark County zip codes and more.

The operational change has not caused significant delays to local mail, leaders said. According to the Los Angeles Times and the San Antonio Courier, this won't stop Nevadans from delaying the shipment of goods in cities like Los Angeles and San Antonio.
Local changes also haven't resulted in layoffs for letter writers. But they have frustrated local postal workers, Washington said.
The downside is that it requires more sorting on smaller devices and is not an automatic process. Employees load and fill the machines and then deliver the sorted mail to carriers. It is caused by schedules and overwork.
Rod Spurgeon, a local post office spokesman, said in a statement that the number of mailboxes has decreased over the years and that even with recent local changes, “we are only using a fraction of the processing capacity we have. . »

In a later statement about employee concerns, Spurgon cited a "dramatic increase" in packaging during the pandemic, which has fueled online shopping.
“We will continue to use our available resources to cope with the workload caused by the impact of the coronavirus, including overtime,” he added.
Nevada Attorney General Aaron Ford and 12 other states filed a federal lawsuit this week challenging the recent cuts, even after DeJoy, a Republican donor with no previous experience in postal administration, announced after the election that he was cutting his cost-cutting initiatives would end. .
The move comes days after President Donald Trump said he wanted to withhold additional funding for the Postal Service over concerns about voting by mail. Washington state Attorney General Bob Ferguson, who is leading the lawsuit, said he plans to be proactive to ensure the promises are kept.

In a statement, Glenn Norton, president of the Las Vegas chapter of the local National Mail Carriers Association, called the initial changes "a blatant attempt to undermine the voting process by voting during the pandemic."
Las Vegas was not as directly affected as other parts of the country, he said. Overtime was never stopped for postal workers, nor were their mailboxes removed.
But six post offices in southern Nevada have been flagged because of a statewide test that delayed some mail. Test mail was sent to their lines early on telling them not to check for misdirected mail, causing important deliveries to be left behind. On Thursday, the trial in Las Vegas was suspended until January 1.
Still, the shift at refineries across the country has already reached Southern Nevadans. When a Las Vegas car breaks down, there's no room for error, said Washington, who has worked in downtown Las Vegas for 32 years.

“We don't have a backup car, so if one breaks down, we're stuck,” Washington said. “We must have sufficient vehicles. In this case we are not to blame."
Spurgeon said in a statement that if necessity requires the use of disused vehicles, "we will certainly be able to return them."
Washington, Norton and other local postal union representatives raised their concerns Wednesday during a meeting with Senator Catherine Cortez Masto of Nevada.
Together, they pushed for legislation to fund the Postal Service and reverse the burdensome prepayment mandate passed by Congress in 2006, which required the Postal Service to pay future retirees 75 years' worth of health care benefits in advance within a decade.

Although cuts and new initiatives have largely been halted since the election, postal officials are concerned about additional delays that could occur even after ballots are processed.
“We are the eyes and ears of the community,” Ulmer said. “Often the only contact some people have is through the mail.”
In a weekly Insider update, Ulmer said he has read stories over the years at local post offices about finding children wandering outside and helping elderly people who were home alone and heard their screams during the mail.
“We're called the US Postal Service for a reason: We deliver service,” said Todd Floyd, president of the Nevada Rural Letter Carriers Association, whose members often deliver to some of the state's most remote addresses.
