Chinese signs, Mandarin-speaking staff, numerous Chinese restaurants and games with games like baccarat and pai gow: it sounds like any particular casino in Macau, but in fact it is the new Las Vegas, the first Chinese casino. As an engine of future growth, the mass market is more promising than the saturated high-end market.
Xianglong's target market segments are the Chinese middle class and Chinese Americans, as well as the larger Asian American community. Ironically, the Lucky Dragon program also helps grow one of its target market segments because it is largely funded by Chinese investment through the federal EB-5 visa program, which grants permanent residency in exchange for investment that creates jobs in the United States. .

While the strict adherence to Chinese traditions in terms of design and quantity undoubtedly emphasizes the project's commitment to the Chinese market, other factors may be more important to successfully attracting Chinese customers. For example, Chinese is the first language throughout the resort, followed by English, and other Chinese and Asian languages are also available. Xianglong also boasts a number of Chinese restaurants, which it hopes will attract Chinese tourists to other hotels on the Las Vegas Strip. Among the games it offers, Baccarat and Pai Gow occupy more space than other resorts as they are two of the most popular games among Chinese players. There is certainly a cost to catering wholeheartedly to Chinese tastes, but it also allows developers to spend less on projects that are less important to Chinese tourists, such as large swimming pools and nightclubs.

Xianglong's grand opening also coincides with the launch of the first direct flight between Las Vegas and China, a new route operated by Hainan Airlines that is expected to bring more Chinese to the city than ever before. The resort is located on 2.5 acres (1.0 hectares) at 300 West Sahara Avenue, near the Las Vegas Strip.
The Ahern Hotel is adjacent to the Allure Las Vegas high-rise condominiums and was opened in 2008 by developer Andrew Fonfa. A second Allure tower was planned for the resort, but was scrapped due to poor economic conditions. When selling the units in the first tower, Fonfa decided to build a hotel and casino on the neighboring property.
