Buying A Car Out Of State Illinois - Carvana has lost its license to sell cars in Illinois, the second license suspension for the company in the Prairie state in less than two months.
Carvana is once again in limbo as it faces yet another license suspension in the state of Illinois. It's the second time the online used car company has received a waiver from state regulators in the past two months, following a similar approval in late May.

Carvana's license suspension came into effect on July 18, 2022. The Fortune 500 company cannot sell cars in the Prairie State from that date until it resolves complaints filed by the state.
Buying Your First Car: A Guide For Teens (and Everyone Else!)
The current complaints are still related to the initial problems Carvana faced when it allegedly issued delayed title transfers and temporary out-of-state vehicle registrations to hundreds of Illinois customers.
To make matters worse, customers who bought the car before the above date have complained that they can't pick up their cars. According to a customer who contacted NBC 5, Caruana said the delay was "due to a dispute with the state office."
The customer bought a car in June and was supposed to take delivery of this unit last week. The company's customer service told the customer, "They are not delivering any cars in Illinois at this time...I am very disappointed with this whole process."
Carvana was the first company to suspend its license to sell cars in Illinois after numerous complaints about vehicle titles and registrations. The main issue was Carvana's delay in providing car titles to its customers. In some cases, the delay extends up to three months. Under Illinois law, titles must be filed within 20 days.
Louisiana Car Sales Tax: Everything You Need To Know
Carvana has been a licensed dealer in the state of Illinois for many years and has acted as a good corporate citizen, and we strongly disagree with the state's characterization of the facts and law that gave rise to this action. We are working with the government to resolve this issue and they have agreed that we will continue to deliver purchased vehicles to customers. We look forward to resolving this issue with minimal disruption. That's why it's so easy to forget exactly what you need to do when it comes to the title and registration process. This article will show you what paperwork you need to fill out and what fees you need to pay before you can get your new ride on the road!
For this example we will use IL state documents. This is important to note because different states have slightly different laws and regulations. If you live outside of IL, check what your local DMV has posted about this.
After paying the dealer, you're ready to sign the vehicle title over to you.
The completed title includes the signatures of the buyer and seller, the vehicle's VIN and the current odometer reading.
Do Dealerships Register New Or Used Cars For You?
Next, you need to complete the Vehicle Transaction Request (VST Form 190). This form can be completed electronically and printed through the electronic registration system of the Minister of Foreign Affairs. Or you can print the form at the SOS office and fill it there.
In addition, you must obtain and complete a personal vehicle tax transaction form (RUT 50 tax form). This special form can be accessed at your local SOS office or where remitters are licensed (currency exchanges, label agents and other licensed third parties).
The title costs $95. Registration fees range from $101 to $114, depending on whether you get a regular or vanity plate. You can transfer your old license plate to your new vehicle for $25.
Since you purchased your vehicle from a private dealer, you will pay "use" tax instead of sales tax. Use tax is calculated based on the age and value of the vehicle. In IL, it is significantly less than the sales tax.

Once these fees are paid at your local SOS office or one of the other options listed - you will receive your new title, registration and license plate.
If you can't get permanent plates from your local SOS office or local remittance provider, it's best to get a temporary registration permit as soon as possible. Some law enforcement officers give you 24 hours to get a license plate after you buy a car. However, it is better not to risk it. You can get both a temporary and permanent number plate from any licensed money order company - although they charge a fee for this service on top of what you already pay the Secretary of State.
P.S If all this sounds like a hassle, buy your next personal vehicle from Swap Motors. We'll process your new title, registration and license plates at the exchange, saving you hours wasted in line at the DMV. Oh, and we'll do it for free. I'm just saying.
